What Is a INFONAVIT Housing Credit Application Mexico (Solicitud de Crédito INFONAVIT)?

An INFONAVIT Housing Credit Application Mexico (Solicitud de Crédito INFONAVIT) is the formal petition submitted by a registered worker (trabajador registrado) to the Instituto del Fondo Nacional de la Vivienda para los Trabajadores (INFONAVIT) requesting a housing loan (crédito hipotecario) financed from the worker's individual subcuenta de vivienda (housing subaccount) accumulated in the Sistema de Ahorro para el Retiro (SAR). The application is governed by Articles 41 through 43 of the Ley del INFONAVIT, published in the Diario Oficial de la Federación on 24 April 1972 and substantially reformed in February 2021 under the Decreto por el que se reforman, adicionan y derogan diversas disposiciones de la Ley del INFONAVIT.

INFONAVIT — the Instituto del Fondo Nacional de la Vivienda para los Trabajadores — is a tripartite constitutional organism created under Article 123, Apartado A, Fracción XII of the Constitución Política de los Estados Unidos Mexicanos and funded by mandatory employer contributions of 5% of each worker's Salario Diario Integrado (SDI) under Article 29 of the Ley del INFONAVIT. These contributions accumulate in each worker's individual housing subaccount administered by INFONAVIT and, for workers who retire without using an INFONAVIT credit, are transferred to the AFORE retirement account. INFONAVIT is the largest mortgage lender in Mexico, originating approximately 30% of all new home purchases and issuing over 100,000 credits annually.

The 2021 reform to the Ley del INFONAVIT — the most comprehensive restructuring of the institution since its creation — made significant changes to the credit framework. Article 41 LAN was amended to expand the eligible uses of INFONAVIT credit beyond traditional home purchase to include: purchase of new or used housing (adquisición de vivienda nueva o usada), home improvement and expansion (ampliación y mejora), construction on owned land (construcción en terreno propio), payment of outstanding mortgage balances (pago de pasivo hipotecario), purchase of a property with social housing value (vivienda de interés social), and mixed credits (créditos cofinanciados) through co-lending programs with private banks such as COFINAVIT (with Infonavit) and HipotecaVerde.

The worker's eligibility for an INFONAVIT credit is determined by a points system (sistema de puntos) established in Article 42 of the Ley del INFONAVIT and detailed in INFONAVIT's internal rules (Reglas de Operación del Crédito). Points are accumulated based on: the worker's age (edad del trabajador), the balance in the housing subaccount (saldo de subcuenta de vivienda), the number of bimonthly contribution periods (bimestres cotizados), and the worker's current salary (salario actual). The minimum points threshold for credit eligibility is 1,080 points under the reformed system — a threshold that most workers with two or more years of continuous IMSS-registered employment will exceed. Workers can check their accumulated points through the portal Mi Cuenta INFONAVIT at infonavit.org.mx or through the INFONAVIT mobile application.

The credit amount available to each worker depends on the points accumulated, the worker's salary, and the property value, subject to maximum credit amounts published periodically by INFONAVIT's Consejo de Administración. The 2021 reform eliminated peso-denominated credits (VSM credits) and converted all INFONAVIT credits to a fixed-rate peso basis (crédito en pesos a tasa fija), ending the controversial system under which credit balances increased in line with minimum wage growth regardless of the worker's payment behavior. Workers who have existing VSM-denominated credits may request conversion to the fixed-rate system through the Mejora Tu Crédito program.

INFONAVIT credits are structured as traditional amortizing mortgages (hipotecas amortizables) with monthly payments deducted directly from the worker's payroll by the employer through the IMSS-INFONAVIT integrated collection system. The employer is legally obligated under Article 29 of the Ley del INFONAVIT to make these payroll deductions and remit them to INFONAVIT along with the monthly employer housing contribution — failure to do so exposes the employer to INFONAVIT surcharges and fines and triggers a worker complaint process through the Centro INFONAVIT.

When Do You Need a INFONAVIT Housing Credit Application Mexico (Solicitud de Crédito INFONAVIT)?

An INFONAVIT Housing Credit Application Mexico is needed whenever a registered worker who has accumulated the minimum 1,080 points in their INFONAVIT account wishes to use their housing subaccount balance and the corresponding INFONAVIT mortgage financing to acquire, build, renovate, or refinance their primary residence (vivienda habitacional). The Ley del INFONAVIT establishes that credits may only be used for the worker's own housing — purchasing property for rental income or commercial use is not an eligible use of INFONAVIT credit.

The solicitud de crédito INFONAVIT is required when a worker intends to purchase a new home (casa o departamento nuevo) from a housing developer (fraccionador o desarrollador de vivienda) enrolled in INFONAVIT's developer registry (Registro de Desarrolladores INFONAVIT). Before a worker can exercise an INFONAVIT credit for new housing, the property must have an INFONAVIT property registration number (número de inscripción de la vivienda en INFONAVIT), confirming that the property meets INFONAVIT's technical and legal quality standards.

The application is needed when a worker purchases used housing (vivienda usada) from a private seller — the most common INFONAVIT credit scenario. For used housing purchases, the property must undergo a CONAVI-authorized appraisal (avalúo por unidad de valuación autorizada por CONAVI), a physical inspection (dictamen de estado físico de la vivienda) to confirm the property meets INFONAVIT's minimum habitability standards, and a legal study (estudio jurídico del inmueble) confirming clear title free of liens, disputes, or encumbrances under Articles 44 and 45 of the Ley del INFONAVIT.

The credit application is required when a worker owns land and wishes to use INFONAVIT financing to construct a home — under the Autoconstrucción modality, INFONAVIT disburses credit in stages (ministraciones) as construction progresses, verified by INFONAVIT-authorized technical supervisors. This modality is particularly relevant for workers in rural or semi-urban areas where new developer housing is less available.

An INFONAVIT credit application under the Mejoravit modality is needed when a worker who already owns a home wishes to finance repairs, expansions, or improvements — replacing roof materials, adding rooms, remodeling kitchens or bathrooms, or installing solar energy systems through INFONAVIT's Hipoteca Verde program, which provides additional credit amounts for energy-efficient improvements under Article 43-BIS of the Ley del INFONAVIT.

The pago de pasivo hipotecario modality requires an INFONAVIT application when a worker has an existing mortgage with a private bank and wishes to refinance it using their INFONAVIT credit — a transaction that can significantly reduce the worker's monthly mortgage payment by replacing a higher-interest commercial mortgage with INFONAVIT's lower fixed rate. Under Article 41 Fracción VI of the Ley del INFONAVIT (2021 reform), this modality is now available for the first time, representing a major expansion of the program's scope.

What to Include in Your INFONAVIT Housing Credit Application Mexico (Solicitud de Crédito INFONAVIT)

A valid INFONAVIT Housing Credit Application Mexico under Ley del INFONAVIT arts. 41–43 requires the following elements and supporting documentation to be processed and approved by INFONAVIT's credit evaluation system.

Worker Identification and Account Information: Full legal name, NSS (Número de Seguridad Social assigned by IMSS), CURP (Clave Única de Registro de Población), RFC (Registro Federal de Contribuyentes), and copy of official identification (INE/IFE credential or passport). The NSS is the primary identifier for the INFONAVIT account — all housing subaccount balances, contribution history, and credit records are linked to the NSS. Workers who do not know their NSS can look it up through imss.gob.mx using their CURP.

Current Employer Information: Full legal name and IMSS registro patronal of the current employer, current monthly salary, and confirmation of current active IMSS registration (afiliación vigente). INFONAVIT verifies employment status electronically through the IMSS system — workers must be actively registered with a current employer at the time of application. Workers who have recently changed employers should verify that their new employer has filed the Alta Patronal correctly with IMSS before submitting the INFONAVIT credit request.

Points and Eligibility Certification: A current print-out or electronic confirmation from Mi Cuenta INFONAVIT showing the worker's accumulated points (puntos acumulados), the balance in the subcuenta de vivienda, the number of bimestres cotizados, and the maximum credit amount for which the worker qualifies. This information is available at infonavit.org.mx — the system calculates eligibility and credit amount in real time based on the worker's contribution history.

Property Information: For housing purchase, the address, property registration (folio real in the Registro Público de la Propiedad), property type (casa, departamento, terreno con construcción), surface area (superficie construida y total), age of construction, and seller's identification. For new housing from a developer, the INFONAVIT property registration number (número de inscripción en INFONAVIT) and the developer's INFONAVIT enrollment confirmation.

Authorized Appraisal (Avalúo): A current property appraisal (avalúo comercial) conducted by a Unidad de Valuación (UV) authorized by the Comisión Nacional de Vivienda (CONAVI) — INFONAVIT maintains a registry of authorized appraisers at infonavit.org.mx. The avalúo must be dated within six months of the credit application and must be prepared using INFONAVIT's prescribed methodology. The appraisal determines the maximum loan-to-value (relación crédito-valor) for the transaction.

Physical Inspection Report (Dictamen de Estado Físico): For used housing, an INFONAVIT-authorized physical inspection report (Dictamen de Estado Físico de la Vivienda) confirming that the property meets INFONAVIT's minimum habitability standards — structural integrity, functional electrical and plumbing systems, and absence of environmental risk factors. Properties in flood zones, subsidence risk areas, or proximity to high-voltage transmission lines may fail the physical inspection.

Legal Title Study (Estudio Jurídico del Inmueble): A title search report (estudio jurídico) prepared by a INFONAVIT-authorized attorney or notary confirming that the property has a clear title (libre de gravámenes), no pending litigation, and no unauthorized occupants (invasiones). The title study must cover at least twenty years of ownership history and must confirm that the seller has full legal capacity to transfer the property.

Forms-legal.com provides this INFONAVIT Housing Credit Application Mexico template as a practical preparation guide for workers initiating the INFONAVIT credit process. The complete INFONAVIT credit process — from application submission to loan disbursement and property transfer before a Notario Público — typically takes four to eight weeks for straightforward used housing purchases. Workers are strongly advised to use INFONAVIT-registered mortgage advisors (asesores INFONAVIT) who can guide them through the process at no charge, as the documentation and procedural requirements are detailed and time-sensitive.
