What Is a Employment History Report Request Colpensiones Colombia?

The Employment History Report Request Colpensiones Colombia (Solicitud de Historia Laboral ante Colpensiones) is the formal written request a worker, pensioner, or authorized representative submits to Colpensiones — the public entity managing the Régimen de Prima Media con Prestación Definida (RPM) under Ley 100 de 1993 — to obtain a certified Historia Laboral. The Historia Laboral is the official certified record of all pension contributions (aportes pensionales) made on behalf of the worker throughout their working life in Colombia, including: the names and NITs of all employers (empleadores) who reported contributions; the monthly IBC (Ingreso Base de Cotización) for each period; the number of contribution weeks (semanas cotizadas) per year; any periods of voluntary contributions by independent workers; and any gaps (periodos sin cotización) in the contribution record.

Colpensiones was created by Decreto 4121 de 2011 as the successor to the pension management functions of the Instituto de Seguros Sociales (ISS), which had operated since 1946 under Ley 90 de 1946. The UGPP (Unidad de Gestión Pensional y Parafiscales), created by Ley 1151 de 2007, assumed ISS's enforcement and collection functions, while Colpensiones took over the administration of the RPM pension regime. The Historia Laboral maintained by Colpensiones consolidates records from three eras: pre-ISS records (from employer-submitted carné de cotizaciones), ISS digital records (from the national SISS database), and post-2007 PILA records (from the electronic PILA platform).

The Historia Laboral is the critical document for calculating pension entitlement under Article 33 of Ley 100 de 1993 as amended by Article 9 of Ley 797 de 2003, which requires workers to have contributed at least 1,300 weeks (approximately 26 years) to receive the retirement pension (pensión de vejez) under RPM — a threshold phased in from 1,000 weeks in 2005 to 1,300 weeks by 2015. The Historia Laboral also determines the Ingreso Base de Liquidación (IBL) — the average monthly salary over the last 10 years of contributions or the entire contribution history if shorter under Article 21 of Ley 100, as modified by Article 10 of Ley 797 de 2003.

Workers in the RAIS (private AFP) who previously contributed to RPM-ISS/Colpensiones also need the Historia Laboral to verify contribution history transferred to their AFP account, as Decreto 1406 de 1999 established the rules for crediting pre-RAIS ISS contributions to individual AFP accounts. The Colpensiones Historia Laboral is also required when claiming traslado de régimen, pension de invalidez, indemnización sustitutiva, or any benefit that depends on the verified RPM contribution record.

When Do You Need a Employment History Report Request Colpensiones Colombia?

The Employment History Report Request Colpensiones Colombia must be submitted in the following circumstances under Ley 100 de 1993 and Ley 797 de 2003.

Pension Eligibility Verification: When a worker approaching retirement age (57 for women, 62 for men under Ley 797 de 2003) wishes to verify whether they have accumulated the minimum 1,300 contribution weeks required for the pensión de vejez under Article 33 of Ley 100 de 1993, or whether they qualify under the régimen de transición provisions of Article 36 with fewer weeks under prior law.

Disability Pension Claim: When filing a solicitud de pensión de invalidez, the Historia Laboral is required to verify the minimum 50-week contribution requirement in the three years before the fecha de estructuración under Article 39 of Ley 100 as modified by Ley 860 de 2003.

AFP Transfer Application: When a worker is applying to transfer from Colpensiones RPM to a private AFP RAIS under Article 15 of Ley 100, the receiving AFP requires the Historia Laboral to determine the equivalent weeks and IBC to be credited in the new individual account.

Contribution Gap Investigation: When the worker suspects their employer failed to pay PILA contributions for certain periods — a violation subject to UGPP enforcement under Ley 1151 de 2007 — the Historia Laboral identifies the gaps so the worker can file a complaint with the UGPP for retroactive collection.

Indemnización Sustitutiva: When a worker does not meet the minimum contribution weeks for a full pension and wishes to claim the lump-sum indemnización sustitutiva (substitute indemnity) under Article 37 of Ley 100 de 1993, the Historia Laboral documents the accumulated contributions to calculate the indemnity amount.

Legal or Judicial Proceedings: When a labor court proceeding (Juzgado Laboral del Circuito) or an administrative proceeding before the UGPP requires certified evidence of the worker's contribution history — for example, in a tutela action against Colpensiones for delayed pension recognition.

What to Include in Your Employment History Report Request Colpensiones Colombia

A complete Employment History Report Request Colpensiones Colombia under Ley 100 de 1993 and Decreto 1406 de 1999 must include the following essential elements.

Applicant Identification: Full legal name; cédula de ciudadanía number and date of issue; date of birth; home address; telephone; email; and Colpensiones affiliation number (número de afiliación a Colpensiones or former ISS número de afiliación) if known.

Type of Historia Laboral Requested: The request should specify whether the worker requires: (a) a full Historia Laboral covering the entire contribution history from the worker's first employer to the present; (b) a partial Historia Laboral covering a specific period (e.g., 1995–2010) for a specific purpose; or (c) a certified translation or apostille of the Historia Laboral for use abroad — which requires a separate request through the Ministerio de Relaciones Exteriores (Cancillería).

Purpose of the Request: Statement of the intended use — pension claim (pensión de vejez, invalidez, or sobrevivientes), AFP transfer, labor litigation, UGPP contribution gap investigation, or personal record review. Stating the purpose helps Colpensiones prioritize urgent requests.

Request for Discrepancy Review: If the worker is aware of specific contribution periods that are missing from their Colpensiones record — for example, because their employer paid PILA but the record was not updated — the request should specifically identify those periods and the relevant employers, initiating a discrepancy investigation (proceso de conciliación de historia laboral) under Decreto 1406 de 1999.

Authorized Representative Details: If the request is filed by a legal representative (apoderado), attorney (abogado), or family member — rather than the worker directly — the request must include a power of attorney (poder especial) and the representative's cédula de ciudadanía and contact information.

Submission Method: Workers may request the Historia Laboral: (a) in person at any Colpensiones regional service center (punto de atención) — available at colpensiones.gov.co; (b) online through the Colpensiones virtual portal (Mi Colpensiones); or (c) by certified mail (correo certificado) to the Colpensiones headquarters in Bogotá D.C. Under Ley 1437 de 2011 (Código de Procedimiento Administrativo y de lo Contencioso Administrativo — CPACA), Colpensiones must respond within 15 business days of a formally filed petition.
