What Is a Cadastral Appraisal Request Mexico (Solicitud de Avalúo Catastral)?

A Cadastral Appraisal Request Mexico (Solicitud de Avalúo Catastral) is the formal written request submitted to the competent municipal (municipal) or state (estatal) cadastral authority — in Ciudad de México, the Tesorería de la Ciudad de México through the Dirección General de Catastro; in other states, the Dirección de Catastro Municipal or Estatal — to obtain or update the official cadastral value (valor catastral) of a real property (inmueble) in Mexico. The avalúo catastral (cadastral appraisal) is the official government assessment of a property's value for the purposes of calculating the Impuesto Predial (property tax), the Impuesto sobre Adquisición de Inmuebles (ISAI) on transfers, and other fiscal obligations derived from real property ownership under Mexican fiscal and cadastral law.

Cadastral law in Mexico is a state and municipal competence — each of Mexico's 31 states and the Ciudad de México has its own Ley de Catastro (Cadastral Law) establishing the legal framework for property registration (registro catastral), classification (clasificación catastral), valuation (valuación catastral), and the procedures for requesting a catastral appraisal. Key laws include the Ley de Catastro del Distrito Federal (now Ley de Catastro de la Ciudad de México), Jalisco's Ley de Catastro Municipal, Nuevo León's Ley de Catastro y Registro Territorial, and similar legislation in other states. The Ley de Catastro del Distrito Federal provides the most developed framework, establishing systematic property classification by zone (zona catastral), use (uso), construction type (tipo de construcción), and age (antigüedad) to determine the valor catastral through a table-based valuation system (tabla de valores unitarios) updated annually.

The valor catastral produced by an avalúo catastral is distinct from the valor comercial (market value) of a property as determined by a private perito valuador (certified appraiser) — in most Mexican real estate markets, the valor catastral is significantly lower than the valor comercial, typically ranging from 30% to 80% of market value depending on the state, municipality, and type of property. The Impuesto Predial (property tax) is calculated as a percentage of the valor catastral, making the cadastral appraisal the foundational document for the property's annual tax obligation.

For real estate transactions (compraventas), the ISAI (Impuesto sobre Adquisición de Inmuebles) is calculated on the higher of the valor catastral, the agreed sale price (precio de compraventa), or the valor de avalúo (appraiser's assessment) — whichever is greatest. This comparison ensures that tax is not artificially minimised by understating the sale price below the cadastral value. For succession proceedings, the valor catastral is used as the base for the albacea's inventory (inventario hereditario) valuation and for the ISAI calculation on the transfer of real property to heirs.

In addition to the official avalúo catastral requested from the government authority, Mexican real estate practice requires a private commercial appraisal (avalúo comercial) by a certified perito valuador for most institutional mortgage transactions, insurance purposes, and notarial transactions where the ISAI base is the avalúo value. The Solicitud de Avalúo Catastral addresses the official government cadastral valuation — the private commercial appraisal is a separate process conducted by a perito valuador registered with the Sociedad Hipotecaria Federal (SHF) or the Instituto de Administración y Avalúos de Bienes Nacionales (INDAABIN) for federal properties.

When Do You Need a Cadastral Appraisal Request Mexico (Solicitud de Avalúo Catastral)?

A Cadastral Appraisal Request Mexico is needed whenever a property owner, prospective buyer, heir, or legal representative requires the official government cadastral valuation of a real property for a legal, fiscal, or administrative purpose.

The request is needed annually or periodically to verify the valor catastral used as the base for the Impuesto Predial (property tax) assessment — particularly after major construction works (obras mayores), extensions (ampliaciones), or changes in use (cambio de uso) that have not yet been reflected in the catastro records. An outdated or incorrect catastral value may result in underpayment of predial (exposing the owner to surcharges and penalties) or overpayment (which can be corrected through a reconsideración catastral).

A Solicitud de Avalúo Catastral is required in real estate sale transactions (compraventas) when the Notario Público needs to verify the catastral value to compare it with the sale price and the private appraisal for ISAI calculation purposes. Under Mexican notarial practice, the notary prepares the escritura pública de compraventa incorporating the ISAI calculation, which requires the most recent official catastral valuation as one of the comparison bases.

The catastral appraisal request is necessary in succession proceedings (procedimientos sucesorios) when the albacea or Notario Público needs to include real property in the inventario hereditario (estate inventory) at its current catastral value, which forms part of the ISAI calculation on the inheritance transfer.

A Solicitud de Avalúo Catastral is needed when a property owner wishes to challenge (impugnar) the current catastral value as excessive — for example, if a zone upgrade (recatastración) significantly increased the valor catastral and the owner believes the classification is incorrect. The first step in a catastral challenge is obtaining the current official catastral appraisal to understand the valuation methodology and identify the grounds for challenge.

The request is required when a property is being subdivided (subdivisión), merged (fusión), or developed (desarrollada) and the cadastral records need to be updated to reflect the new cadastral lots (predios catastrales) with their corresponding individual valuations for predial and transaction purposes.

A Solicitud de Avalúo Catastral is also needed when a property owner applies for a construction permit (licencia de construcción) from the municipal Secretaría de Desarrollo Urbano — many municipalities require an updated catastral appraisal as part of the permit application package to verify that the property's current catastral classification (uso del suelo catastral) is consistent with the proposed construction or renovation. Similarly, when a property is enrolled in a government housing support programme (programa de mejoramiento de vivienda) administered by CONAVI (Comisión Nacional de Vivienda) or INFONAVIT, an updated catastral appraisal is required to determine the eligible subsidy amount based on the property's current catastral value.

Finally, property owners involved in expropriation proceedings (procedimientos de expropiación) initiated by federal or state governments under the Ley de Expropiación require an up-to-date catastral appraisal as a baseline for negotiating just compensation (indemnización justa) — the expropriation indemnity in Mexico is typically calculated on the basis of the catastral value, the commercial appraisal value, or the highest of the two, depending on the applicable state law and the specific expropriation decree.

What to Include in Your Cadastral Appraisal Request Mexico (Solicitud de Avalúo Catastral)

A valid Cadastral Appraisal Request Mexico for submission to the competent municipal or state cadastral authority must contain the following essential elements to be accepted and processed.

Owner or Applicant Identification: Full name of the property owner (propietario) or authorised applicant, CURP or RFC, official identity document (INE/IFE or passport), domicile for notification, and phone and email contact. If the applicant is acting through a legal representative (representante legal), a poder notarial or carta poder evidencing the authority to make cadastral requests on behalf of the owner must be attached.

Property Identification: Full address of the property (inmueble) — street name and number, colonia (neighbourhood), municipality (municipio), state (entidad federativa), and postal code (código postal). For rural properties (predios rústicos): ejido or community name, parcel number (número de parcela), and UAIM (Unidad Agraria de Interés Menor) reference if applicable. The property's clave catastral (cadastral key) — the unique alphanumeric identifier assigned by the municipal catastro — is the most important identifier and should always be included if known.

Registro Público Reference: Folio real (real folio number) or entry (inscripción) in the Registro Público de la Propiedad (RPP) corresponding to the property, confirming the owner's registered title and linking the cadastral and registry records. The RPP folio number is found on the most recent predial receipt (boleta predial) or on the title deed (escritura pública).

Purpose of the Appraisal Request: Statement of the reason (motivo de la solicitud) for the avalúo catastral — predial tax verification, sale transaction (compraventa), succession proceeding, mortgage (hipoteca), insurance valuation, subdivision (subdivisión), or challenge of current catastral value. The stated purpose may affect the type of catastral document issued (constancia catastral, avalúo catastral, or certificado de valor catastral).

Physical Characteristics of the Property: Land area (superficie de terreno) in square metres, construction area (superficie de construcción) in square metres, number of floors (número de niveles), predominant construction type (tipo de construcción dominante), age of construction (antigüedad aproximada), and current use (uso actual: habitacional, comercial, industrial, mixto). For condominiums: the undivided share percentage (porcentaje de indiviso), private area (área privativa), and common area share (área de uso común proporcional).

Payment of Fees: Payment of the applicable derechos (municipal or state fees) for the avalúo catastral service, as established in the applicable Ley de Ingresos Municipal or Ley de Ingresos Estatal. Fees vary by municipality and property type — typically ranging from $200 to $2,000 MXN for residential properties.

Ejido and Agrarian Properties: For properties that were part of an ejido (communal agricultural land) and have been regularised (regularizados) through PROCEDE (Programa de Certificación de Derechos Ejidales y Titulación de Solares Urbanos) and converted to private property, the Solicitud de Avalúo Catastral must reference both the original ejido parcel data from the Registro Agrario Nacional (RAN) and the new private property registration in the Registro Público de la Propiedad to allow the catastro to correctly classify and value the property under the applicable Ley de Catastro.
