What Is a Subsidio Familiar de Vivienda (SFV) Application Colombia?

The Subsidio Familiar de Vivienda (SFV) Application Colombia is the formal written request that eligible households submit to a Caja de Compensación Familiar or to Fonvivienda (Fondo Nacional de Vivienda) under the Ministerio de Vivienda, Ciudad y Territorio (MinVivienda) to receive a non-repayable housing subsidy grant that helps finance the purchase, construction, or improvement of a home in Colombia. The SFV is Colombia's primary housing assistance program for formal sector workers and low-income households, established by Ley 3 de 1991 — which created Inurbe (Instituto Nacional de Vivienda de Interés Social y Reforma Urbana) and the SFV mechanism — and subsequently reformed by Ley 546 de 1999 (establishing the UVR financing system), Ley 1537 de 2012 (expanding VIS and VIP categories), and various regulatory decrees including Decreto 2190 de 2009.

The SFV is a direct subsidy (subsidio directo a la demanda) — a one-time, non-repayable grant that the government or the Caja awards to the eligible household to reduce the financing gap between the household's savings and borrowing capacity and the price of a qualifying dwelling. The SFV is not a loan — it does not require repayment — but it is subject to conditions on the use and transfer of the subsidized property, typically requiring that the home remain occupied by the beneficiary household for a minimum period and cannot be sold or transferred without SSF or MinVivienda approval.

Two parallel channels administer the SFV in Colombia. The first is the Caja de Compensación Familiar channel: formal sector workers affiliated with a Caja for at least one year may apply for the SFV through their Caja, which administers housing subsidy programs from the parafiscal contribution pool under Ley 21 de 1982. The second is the Fonvivienda/MinVivienda channel: lower-income households and informal sector workers not affiliated with a Caja may apply through Fonvivienda for the SFV using the national housing subsidies fund. The programs operate in parallel and households may sometimes combine both subsidies, subject to eligibility rules.

The SFV applies to Vivienda de Interés Social (VIS) — housing with a maximum price of 135 SMMLV — and Vivienda de Interés Prioritario (VIP) — housing with a maximum price of 70 SMMLV — as defined by Ley 1537 de 2012. VIS and VIP classifications apply to units in housing projects (proyectos de vivienda) or individual homes. The SFV amount varies based on household income and the type of housing solution: acquisition of a new or used home (adquisición), construction on own land (construcción en sitio propio), or improvement of an existing home (mejoramiento).

When Do You Need a Subsidio Familiar de Vivienda (SFV) Application Colombia?

The Subsidio Familiar de Vivienda (SFV) Application Colombia must be submitted in the following circumstances under Ley 3 de 1991, Decreto 2190 de 2009, and current MinVivienda regulations.

New VIS Home Purchase: When a household wishes to purchase a new Vivienda de Interés Social (VIS — maximum price 135 SMMLV) or Vivienda de Interés Prioritario (VIP — maximum price 70 SMMLV) from a registered housing developer, the household submits this SFV application to their Caja or Fonvivienda. The SFV reduces the mortgage financing required. Many developers market VIS projects with pre-arranged SFV agreements with specific Cajas.

Used Home Purchase (Adquisición de Vivienda Usada): When a household cannot find or afford a new VIS home, the SFV can also be applied to the purchase of an existing (used) home (vivienda usada) within the VIS price ceiling, subject to a technical inspection confirming the property's habitability and value. Not all Cajas offer the SFV for used homes — availability depends on Caja-specific program rules.

Self-Build on Own Land (Construcción en Sitio Propio): Households that own a plot of land within a legally recognized urban or rural settlement may apply for the SFV to finance the construction of a new home on their property. This modality requires a building permit (licencia de construcción) from the local municipal planning office (curaduría urbana) and an approved construction plan complying with NSR-10 (Colombian building code).

Home Improvement (Mejoramiento de Vivienda): Households living in a housing unit that lacks basic amenities — lacking adequate water connection, sanitation, electricity, structural safety, or sufficient space — may apply for the SFV for home improvement purposes, to bring the unit up to habitability standards. The improvement must be within budget caps established by MinVivienda.

MiCasa Ya Program: Under the MiCasa Ya program administered by the Fondo Nacional de Garantías (FNG) and MinVivienda, eligible lower-income households that qualify for a mortgage loan from a supervised financial institution may also access SFV grants simultaneously with a mortgage interest rate subsidy (cobertura de tasa de interés) for VIS acquisitions.

What to Include in Your Subsidio Familiar de Vivienda (SFV) Application Colombia

A complete Subsidio Familiar de Vivienda (SFV) Application Colombia under Ley 3 de 1991, Decreto 2190 de 2009, and current MinVivienda regulations must include the following essential elements.

Applicant Household Identification: Full legal name, cédula de ciudadanía, and date of birth of the applicant head of household (jefe de hogar) and co-applicant spouse or permanent partner (if applicable); SISBEN score certificate showing the household's socioeconomic classification; current home address and municipality; number of household members; and Caja affiliation number (if applying through the Caja channel).

Income and Employment Certification: Employer certification (certificación laboral) stating the worker's salary (salario mensual) and time of service, or income tax return (declaración de renta) for self-employed applicants; PILA contribution printout showing current Caja affiliation for at least one year (for the Caja channel); and bank statements (extractos bancarios) from the last three months showing the household's savings capacity.

Housing Solution Description: Specification of the housing modality requested — acquisition of new VIS/VIP home (with promesa de compraventa from a registered developer), acquisition of used VIS home (with commercial appraisal within VIS price ceiling), self-build on own land (with property title and construction plan), or home improvement (with improvement plan and budget). The property must be identified with its cadastral folio (folio de matrícula inmobiliaria) from the Oficina de Instrumentos Públicos.

Savings Certificate: Proof of the household's housing savings (ahorro programado para vivienda) in a Cuenta de Ahorro Programado (CAP) at a supervised financial institution, demonstrating the complementary savings required alongside the SFV grant and any mortgage financing.

Mortgage Pre-Approval (if applicable): For home acquisitions requiring complementary mortgage financing, a letter of pre-approval (carta de aprobación crediticia) from a supervised financial institution authorized by the Superintendencia Financiera de Colombia.

No Prior SFV Declaration: A sworn declaration that neither the applicant nor any household member has previously received a SFV from any Caja or Fonvivienda, as the SFV is a one-time benefit per family under Colombian housing law.
