What Is a Bicycle Bill of Sale?

A Bicycle Bill of Sale in the United States documents the sale and delivery of an asset, identifying the parties, the item and the consideration.

Many municipalities and some states operate bicycle registration programs that help reunite stolen bicycles with their owners. For example, Chicago's bicycle registration ordinance (Municipal Code Section 9-52) and similar programs in other cities allow owners to register their bicycle's serial number with local law enforcement. A bill of sale documenting the purchase and including the serial number provides the evidentiary foundation for proving ownership if the bicycle is stolen and later recovered.

The bicycle market has grown significantly with the proliferation of high-value road bikes, mountain bikes, electric bicycles (e-bikes), and collectible vintage bicycles. E-bikes, which can cost $3,000 to $12,000 or more, are increasingly subject to specific state regulations. As of recent legislation, many states have adopted three-class e-bike classification systems (Class 1: pedal-assist up to 20 mph; Class 2: throttle-assist up to 20 mph; Class 3: pedal-assist up to 28 mph), with varying registration and licensing requirements. For high-value bicycles, a bill of sale is essential for insurance purposes, as homeowner's or renter's insurance policies may require proof of purchase and value for coverage.

When Do You Need a Bicycle Bill of Sale?

A cyclist is selling a high-value road bike, mountain bike, or e-bike in a private transaction and wants a written record documenting the sale, the price, and the bicycle's serial number for both parties' protection. A buyer is purchasing a used bicycle and wants proof of ownership to register the bicycle with local law enforcement or to support an insurance claim if the bicycle is later stolen.

A parent is selling a child's bicycle that has been outgrown and wants to document the transaction to transfer responsibility for the bicycle to the new owner. A collector is buying or selling a vintage, rare, or custom-built bicycle and needs documentation establishing provenance, condition, and the agreed-upon value.

A bicycle shop is selling used or consignment bicycles and needs transaction records for accounting, warranty tracking, and customer protection. An individual is claiming a bicycle on their homeowner's or renter's insurance and the insurance company requires a bill of sale or proof of purchase to process the claim.

A person is donating a bicycle to a charity and needs documentation of the donation and the bicycle's fair market value for a charitable contribution tax deduction under IRC Section 170.

What to Include in Your Bicycle Bill of Sale

The seller's and buyer's full legal names, addresses, and contact information must be clearly stated to identify both parties to the transaction. Phone numbers or email addresses help post-sale communication if questions about the bicycle arise.

The bicycle description must include the make (manufacturer/brand), model name, year of manufacture (if known), frame size, frame material (aluminum, carbon fiber, steel, titanium), color, and any distinctive features or modifications (upgraded components, custom paint, aftermarket wheels). The serial number is the single most important identifying detail, as it enables ownership verification and theft recovery. The serial number is typically found stamped on the bottom bracket shell of the bicycle frame.

The condition of the bicycle at the time of sale should be documented, noting any damage, wear, mechanical issues, or modifications from the original specifications. For e-bikes, the battery condition, motor type, and remaining warranty coverage should be described. Photographs of the bicycle, especially any damage, are a valuable supplement to the bill of sale.

The purchase price and payment method must be stated. If the bicycle is being sold as-is, the bill of sale should include a clear disclaimer stating that no warranties are provided regarding the bicycle's condition, components, or fitness for any purpose. If the seller is providing any express warranties (such as guaranteeing the frame against defects for a period), those should be stated.

Accessories and components included in the sale should be listed separately, such as locks, lights, helmets, cycling computers, panniers, spare wheels, or tools. This prevents disputes about what was and was not included in the purchase.

Both parties must sign and date the document. The location of the sale should be recorded. Each party should retain a copy for their records. For high-value bicycles, having the seller provide a copy of their identification can help verify they are the rightful owner.
