A Dog Bill of Sale is a legal document that records the transfer of ownership of a dog from one party (the seller or donor) to another party (the buyer or recipient). Several states have enacted "puppy lemon laws" that provide specific legal protections for purchasers of dogs from breeders and pet stores. These statutes, such as New York's Pet Lemon Law (General Business Law Article 35-D, Sections 753-755), California's Pet Purchase Protection Act (Health and Safety Code Sections 122045-122110), and similar laws in New Jersey, Connecticut, Pennsylvania, Florida, and other states, require sellers to provide health certificates, veterinary examination records, and guarantees regarding congenital and hereditary conditions. These laws typically grant buyers the right to return a sick dog within a specified period (commonly 14 to 30 days) for a refund, replacement, or reimbursement of veterinary costs.

For purebred and pedigree dogs, the bill of sale often accompanies registration papers from organizations such as the American Kennel Club (AKC), United Kennel Club (UKC), or Continental Kennel Club (CKC). AKC registration transfers require the seller to provide the buyer with a signed AKC registration application or a properly endorsed registration certificate. The bill of sale documents the transaction and creates a chain of ownership that supports the registration transfer and protects both parties' interests.

A breeder is selling a purebred puppy and needs to document the sale terms, health guarantees, spay/neuter requirements, and AKC or UKC registration transfer information. A private individual is selling a dog to another person and wants a written record of the transaction to establish the change of ownership and protect against future disputes.

A rescue organization or shelter is placing a dog with an adopter through an adoption agreement that includes an adoption fee, spay/neuter requirements, return policy, and behavioral disclosure. A person is purchasing a trained service dog, therapy dog, or protection dog at significant cost and needs comprehensive documentation of the sale, the dog's training credentials, health history, and any guarantees.

A dog owner is transferring ownership to a family member, friend, or new home and wants to document the transfer even if no money changes hands. A buyer purchasing from an out-of-state breeder needs documentation for state health certificate requirements and any breed-specific legislation compliance in their jurisdiction.

A dispute has arisen over dog ownership, and one party needs a bill of sale to establish their legal ownership through documentation of the original purchase or transfer.

The seller's and buyer's full legal names, addresses, and contact information must be stated. For breeders, the breeder's kennel name, license number (if required by the state or municipality), and USDA license number (if the breeder is a USDA-licensed dealer under the Animal Welfare Act, 7 U.S.C. Sections 2131-2159) should be included.

The dog's identification must include the breed, registered name (if any), call name, date of birth, sex, color and markings, microchip number and registry, and registration number (AKC, UKC, or other registry). For purebred dogs, the sire and dam names and registration numbers provide lineage documentation.

Health information is critical. The seller should disclose all known health conditions, vaccination history with dates and veterinarian information, spay/neuter status, results of breed-specific health testing (hip dysplasia, eye exams, cardiac evaluations, genetic tests), and any medications the dog is currently taking. A current veterinary health certificate should accompany the bill of sale, especially for interstate transactions where most states require a Certificate of Veterinary Inspection (CVI).

The purchase price and payment terms must be specified. Breeder contracts commonly include co-ownership provisions, breeding rights or restrictions, spay/neuter requirements with deadlines, show or competition commitments, and return or buyback clauses. These terms should be clearly stated.

Health guarantees or warranty provisions should specify what conditions are covered, the duration of the guarantee, the buyer's obligations (such as veterinary examination within a specified number of days), and the remedy (replacement, refund, or veterinary cost reimbursement). Any as-is disclaimers must comply with applicable state puppy lemon laws.

Both parties must sign and date the document. The seller should provide the buyer with the dog's health records, registration papers, pedigree certificate, microchip transfer paperwork, and any training certifications at the time of the sale.
